Course Description
The New Entrant Training Course provides increased awareness and understanding of fleet safety management and regulatory compliance responsibilities for those applying for a Safety Fitness Certificate in Manitoba. The program will instruct participants on how to establish a foundational understanding and promotion of a culture of fleet safety. A fleet safety management program establishes fleet safety plans, policies/procedures, as well as introducing and providing oversight for systems and activities to maintain regulatory compliance. It also provides training and professional development, coordinates and manages the accident/incident investigation processes.
The New Entrant Training Course will equip participants with the knowledge and understanding to implement a Fleet Safety Plan that address their specific regulated vehicle compliance requirements.
Learning Objectives
- To explain safety management roles and responsibilities for the operators of regulated vehicles in Manitoba.
- To recognize the connections between fleet safety management and road safety.
- To write and explain what is required to implement a fleet safety plan.
- The recognize the connections between the responsibility for fleet safety management and the influence on positive safety outcomes.
- To reduce the road safety risks for Manitoba fleets through the implementation and management of a fleet safety management program.

Primary Audience
The primary audience that will receive the training are those who have a legal responsibility for the company. This will include:
- New applicants for a Safety Fitness Certificate.
- Carriers moving from other provinces to Manitoba.
- Carriers identified by Manitoba Transportation and Infrastructure who would benefit from the fleet safety knowledge and awareness provided by the program.
Recommendations
It is recommended that course participants meet the English language benchmarks as outlined on this page (see “Language Requirements” tab) to get the most benefit from this course.
It is recommended to bring a smart phone or laptop to do research.
Course Duration
Monday to Friday from 9am to 5pm. The training program will be 40 hours in duration and can be applied to various training models.
